[BUG] Cowork VM service not running on Windows 11 ARM64 (HP, Snapdragon)

What's Wrong?
Cowork consistently fails to start with "VM service not running. The service failed to start." on a Windows 11 ARM64 device (HP with Snapdragon processor).
The VM bundle downloads successfully and the claudevm.bundle folder is created, but the VM service never starts.
Steps to Reproduce
- Install Claude Desktop (arm64) on Windows 11 ARM64
- Open Cowork
- Observe error: "No se pudo iniciar el espacio de trabajo de Claude — VM service not running. The service failed to start."

Troubleshooting already attempted
- Restarted Claude Desktop multiple times
- Restarted the computer
- Deleted claudevm.bundle folder and allowed re-download — same result
- Used "Reinstall workspace" option from the app
