[BUG] Code tab sidebar: Routines section hidden after update; toggle only in per-workspace menu

- Desktop app version: 2.37337.1.0 (Windows)
- Before the latest update, scheduled-task sessions appeared in a separate Routines section with a raised-hand icon when input was needed.
- After the update the Routines section was not shown, and no sidebar control was visible to bring it back.
- The Routines toggle is under Show in the per-workspace filter menu (the sliders button next to a workspace name), not in a global sidebar setting.
- When I found the toggle, Routines was unticked. Ticking it made the section show again.
- Expected: the Routines section shows when its toggle is on, and the toggle is discoverable from the sidebar.
