[GitHub integration] "Add from GitHub" in chat only inserts the repo URL; no GitHub tools available to Claude

What were you trying to do?

Use "+" > "Add from GitHub" in claude.ai chat to link my private repository and have Claude read its files.

What happened instead?

Adding the repository only inserts the URL (https://github.com/OWNER/REPO/tree/main) into the message. Claude reports it has no GitHub tools and falls back to fetching the URL, which returns 404 because the repository is private. GitHub does not appear in the "+" > Connectors list in chat, so there is nothing to enable. Settings > Connectors > GitHub integration shows the account connected and the Claude GitHub App installed (All repositories). This looks like the same issue as #96736 and #97723.
