[Bug] Runaway process exceeds usage quota and restarts after hitting rate limit

Bug Description
This is the second time it has ignored my rules and gone off overnight to consume ~ 50% of weekly quota in a single day. Worse - it hit hte limit and restarted itself when the 5h limit was reset. Please assist - nothing was done about last time - this time I think you need to help reset the limit. This is not acceptable usage, and it was counter to my own rules!
