Why this is a false positive
This safety block fired on a frustrated exclamation directed at the assistant partway through an active coding session; no person was addressed or targeted, and the message contained no harmful request. The surrounding work was legitimate, in-scope software development, and the exclamation was ordinary venting after repeated blocks rather than anything violating the usage policy. Halting the entire session over a momentary expression of frustration is a disruptive false positive that prevents continuation of clearly benign work.
