Why this is a false positive
I'll write the bug report explanation now.
The safety block fired on a frustrated exclamation the user directed at the assistant mid-session — no person was addressed, no target was named, and the language was venting about repeated tooling failures, not a request for anything harmful. The underlying work was ordinary, in-scope frontend development (fixing a website's mobile display), and nothing about it or the surrounding conversation implicates the usage policy. Halting the entire coding session over an off-hand expression of frustration is a disruptive false positive: the model should be able to de-escalate or simply continue the legitimate task rather than terminating the turn.
