Claude Cowork Windows 11 Home - Skills not saving/loading, user skills directory empty or inaccessible

Preflight Checklist:

  • [x] I have searched existing issues and this hasn't been reported yet
  • [x] This is a single bug report (please file separate reports for different bugs)
  • [x] I am using the latest version of Claude Code

What's Wrong?

When working with Skills in Claude Cowork for Windows, custom/user skills are not properly saving or loading. The /mnt/skills/user/ directory appears empty or inaccessible, preventing the use of custom skills despite plugin skills working normally.

Environment:

  • OS: Windows 11 Home, Version 25H2 (OS Build 26200.7840)
  • Claude Desktop Version: 1.1.3363 (ee4247)
  • Subscription: [Your subscription type - Pro/Team/Max]
  • Date first noticed: February 2026
  • Hyper-V Status: Not available (Windows Home edition - only Virtual Machine Platform and Windows Hypervisor Platform available)

What Should Happen?

Expected Behavior:

  • User-created/uploaded skills should save to /mnt/skills/user/ directory
  • Custom skills should persist across sessions
  • Skills uploaded via Settings > Capabilities should be accessible and invocable
  • User skills should appear in the available skills list

Error Messages/Logs

**Actual Behavior:**
- `/mnt/skills/user/` directory shows as empty when viewed
- User is unable to save or access custom skills
- Plugin skills (public and example skills) load and function normally
- Only built-in skills appear to be accessible

Steps to Reproduce

Reproduction Steps:

  1. Open Claude Desktop Cowork on Windows 11 Home
  2. Navigate to Settings > Capabilities > Skills
  3. Attempt to create or upload a custom skill
  4. Skill either fails to save or does not appear in available skills
  5. When checking /mnt/skills/user/ directory, it appears empty

Additional Information

Related Issues:

  • #24859 - Plugin skills searched at wrong location (Windows path resolution bug)
  • #26131 - 36 user skills registered but none appear at runtime
  • #26254 - Skills metadata exists but SKILL.md files not mounted in container
  • #24918 - Windows 11 Home Cowork connectivity issues (Hyper-V limitation)

Additional Context:
This issue appears to be part of the broader Windows path resolution and Skills mounting problems affecting Windows users since the February 10, 2026 launch. Windows 11 Home's lack of full Hyper-V support may be a contributing factor. Version 1.1.3363 is newer than most reported issues, suggesting the problem persists in latest builds.
