[BUG] Prompt intermittently stuck on "Pasting…" over SSH from Windows Terminal (text arrives, UI hangs until a key is pressed)

Environment

• Claude Code 2.1.286 (also running 2.1.287 now), on Ubuntu 24.04 (remote host)
• Client: Windows 11 26H2 (build 26300), Windows Terminal 1.24.11911.0, OpenSSH_for_Windows 9.5p2
• TERM=xterm-256color, no tmux/screen

What happens
Pasting text (Ctrl+V in Windows Terminal) into the Claude Code prompt over SSH sometimes leaves the UI showing Pasting… indefinitely. The text does reach Claude Code: pressing any key (Esc/Enter) unblocks it and the pasted content appears. It's intermittent; most pastes work.

Expected
The paste completes without a keypress.

Notes

• The same clipboard content pastes fine into the remote bash prompt.
• Looks like the bracketed-paste end marker (ESC[201~) is not processed until the next input event.
• Similar but closed issues: #76191 (closed, not planned), #50012 (duplicate), #47863.
