[Bug] Agent routing ignoring workflow sub-agent configuration, causing excessive API usage

Bug Description
instructions clearly state that fable should use workflows with sub agents as operators at a much lower cost. It has worked for a few days without issues. Today fable ignored that rule and sent a huge audit with Fable only or mostly. It burned my whole plan and Fable limited access completely. This is brutal as I have invested a lot of money already with upgrades and extra usage. I have a project to finish and deliver and this just killed that idea
