[Bug] Excessive API token consumption on code review tasks

Bug Description
It’s consuming too much of Fable’s weekly limit. Earlier today, this same review was stopped because it hit the 5-hour limit, and it didn’t consume the weekly quota anywhere near this fast. Something is definitely wrong.
