[Bug] Excessive 5h usage limit consumption after 6-subagent plan review

Bug Description
I had 5h limit used for around 71% while continuesly working on two session for 2h. I made a realy detailed plan which took around 30 minutes and run plan review panel with 6 subagents and in 5 minutes all the tokens was destroyed meanwhile the sum of token used per review was only 600k while ple plan took ±400k tokens and only few % from the contet. it would be nice if you take into this seresiously and I would like to get tokens back in credit or what ever.. I feel robbed in the middle of the work
