[Bug] Claude Code hangs on billing prompt when monthly limit reached

Bug Description
i hit my monthly limit and attempted to purchase credits both here: https://claude.ai/new#settings/usage and here: https://platform.claude.com/settings/billing. claude code refuses to continue and attempting /usage-credits just infinitely loops on Turn On or Cancel. Turn on does nothing but present the same menu again
