[FEATURE] Chat history of Cowork and Code becomes unavailable once subscription ends

Problem Statement

User losses access to Cowork and Code chats once subscription ends.
They are needed as a reference point in the future. E.g. looking up details in history, processing produced information.
More impactful for low income countries where even 20$ is a noticeable amount of money.

Proposed Solution

Make Cowork and Code tabs always available.
Always allow reading Cowork and Code chats.
Once subscription ends disable chat input (with respective message stating something like "To continue using Cowork and Chat features and latest models Pro or Max plan is required."

Use Case Example

I'm a game developer and part of my activity is working on the code and design and part is working on implementation (visual and sound assets, story, level design, etc.).
I just finished implementing new game mechanics and doing research with Claude Cowork and won't need subscription for some time as I'll be working on the assets.
Unfortunately with subscription end I lost access to the Cowork chat history as well.
I tried restoring it from .json located in "local-agent-mode-sessions" but it seems to contain only outgoing data if the tasks weren't archived.

Additional Context

Keep the same UI as with subscription.
Disable inputs with overlay message.
Keep features disabled in backend to prevent abuse.
