[BUG] Remote routine agent stuck on 'Setting up a cloud container'

What's Wrong?

Remote routine agents are stuck indefinitely on "Setting up a cloud container" and never progress past that step.
or
Stuck on container setup indefinitely — agent never clones the repo or executes any steps

What Should Happen?

Container provisions in under 2 minutes and the agent starts running

Steps to Reproduce

1. Create a remote routine via the API (RemoteTrigger action: create)
2. Trigger it manually (RemoteTrigger action: run)
3. Open the session log at claude.ai/code/routines — it shows "Setting up a cloud container" spinning for 30+ minutes with no progress
