[BUG] GitHub repos not visible in Claude Code web - personal account and organization

What's Wrong?

My GitHub repositories do not appear in the Claude Code web repository picker (claude.ai/code), despite the Claude GitHub App being fully installed and authorized.

Steps I've tried:

• Installed Claude GitHub App on personal account (64dkhjk87r-spec) with "All repositories"
• Authorized the app under "Authorized GitHub Apps"
• Created a new organization (sebastian-f-greulich-dev)
• Transferred repo to organization
• Installed Claude GitHub App on organization with "All repositories"
• Made the repo public
• Revoked and re-authorized the app
• Created new Cloud environments in Claude Code
• Tried InPrivate/Incognito browser mode
• Multiple fresh sessions

Nothing works. The repo picker always shows "Keine passenden Repos" (No matching repos).

This appears to be the same backend issue as #18467 and #27155.

What Should Happen?

My repositories should appear in the Claude Code web repository picker after installing and authorizing the Claude GitHub App.

Error Messages/Logs

"Keine passenden Repos. Repository fehlt? Installiere die Claude GitHub-App in einem privaten Repository, um hier darauf zuzugreifen."

Steps to Reproduce

1. Go to claude.ai/code
2. Click "+ Repo auswählen..." (Select repo)
3. No repos appear, even after:

• Installing Claude GitHub App on personal account (64dkhjk87r-spec) with "All repositories"
• Authorizing the app under "Authorized GitHub Apps"
• Creating organization (sebastian-f-greulich-dev)
• Transferring repo to organization
• Installing Claude GitHub App on organization
• Making the repo public
• Revoking and re-authorizing the app
• InPrivate browser mode
• Multiple fresh sessions and cloud environments

Same issue as #18467 and #27155.
