[BUG] GitHub repos not visible in Claude web despite app installed

My personal GitHub repositories do not appear in the repository picker when trying to connect a repo to Claude Code on the web (claude.ai).

The Claude GitHub App is installed on my personal account with access granted to all repositories. The app shows as configured in GitHub Settings > Applications. Despite this, when I go to select a repository in Claude Code, my repos simply don't show up in the list.

Steps to Reproduce

1. Install the Claude GitHub App on personal GitHub account (hugoupwork) via https://github.com/apps/claude/installations/select_target
2. Grant access to all repositories
3. Confirm the app is installed and configured in GitHub Settings > Applications
4. Go to claude.ai and attempt to add a GitHub repository
5. Open the repository picker
6. Personal repos are not listed

Expected Behavior

All repositories that the Claude GitHub App has been granted access to should appear in the repository picker, regardless of whether they belong to a personal account or an organization.

Actual Behavior

No personal repositories appear in the picker. The repos are simply not there to select.

Additional Context

• GitHub username: hugoupwork
• Account type: Personal
• GitHub App status: Installed and configured with full repo access
• Platform: Claude web (claude.ai)
• This appears similar to #18467 and #12839, which were identified as backend indexing issues.

Claude should show my repo that I installed the app on
