Cloud Code Routines stuck at "Setting up a cloud container" indefinitely

What's Wrong?

Cloud Code Routines stuck at "Setting up a cloud container" indefinitely. Every run (scheduled and manual) never
progresses past the first step.

What Should Happen?

Container should provision, clone the git repository, and execute the agent prompt

Error Messages/Logs

No error message shown. The UI displays a spinner on "Setting up a cloud container" indefinitely. The steps "Clone
  repository", "Run setup script", and "Start Claude Code" never begin.

Steps to Reproduce

1. Go to claude.ai/code/routines
2. Trigger any routine manually (Run now)
3. Observe the run — stuck at "Setting up a cloud container" forever
