What's Wrong?

All scheduled routine runs have been stuck at "Setting up a cloud container"
indefinitely since 2026-04-24. The runs never progress to "Clone repository" and
never fail or timeout — they just stay in "Running" state forever.

Steps to reproduce:

  1. Create a CCR routine with a git_repository source
  2. Trigger the routine (manual or scheduled)
  3. Observe it gets stuck at "Setting up a cloud container" indefinitely

Expected: Container provisions within ~2 minutes and proceeds to clone repository
Actual: Stuck at "Setting up a cloud container" forever, no error, no timeout
