[BUG] Web session stuck indefinitely on "Resuming your cloud container": never starts Claude Code

What's Wrong?

When opening an existing session in Claude Code on the web (claude.ai/code),
the cloud container setup hangs permanently on the first step, "Resuming your
cloud container." The spinner keeps animating but the step never completes, so
it never reaches "Refresh your repository," "Run setup script," or "Start Claude
Code." All four steps stay as empty circles.

Because Claude Code never starts, there is no active session — I cannot type any
prompt or command (e.g. /compact, /clear) to recover.

This has been stuck for over an hour with no error message and no timeout.

Note: this appears similar to existing reports (#54444, #54528, #55736), but
those are about web routines / scheduled runs. This happens in a normal
interactive web session, so it may be a separate or broader case.

What Should Happen?

  1. Open Claude Code on the web (claude.ai/code)
  2. Open / resume an existing session
  3. Observe the container setup screen
  4. The first step "Resuming your cloud container" spins indefinitely and never completes
