Make `/fast` (Opus 4.6 fast mode) available to users without extra-usage enabled

Summary

Currently /fast is gated behind enabling extra-usage on the account. I'd like to request making it available to all paid Claude Code users, regardless of whether extra-usage is opted in.

Why this matters

  • /fast is described as "Opus 4.6 with faster output" — it's a UX/latency improvement on a model users are already paying to use, not a separate, more expensive product. Locking it behind an upgrade tier feels like gating a quality-of-life feature rather than gating compute.
  • For interactive coding loops, latency is the single biggest determinant of whether the agent feels usable. Forcing users into the slower path unless they upgrade creates friction for casual / individual subscribers who don't have a strong reason to enable extra-usage.
  • Other Anthropic surfaces (claude.ai, the API) don't have a similar "speed tier" — the inconsistency is confusing and makes Claude Code feel like the one place where I have to pay extra to not wait.

What I'd like

\/fast\ available to any tier that already has Opus 4.6 access, with extra-usage required only if it would push the user past their normal quota.
