"What's New" popup dismisses too quickly to read on Windows

Description

The "What's New" notification that appears when launching Claude Code after an update disappears after roughly 1-2 seconds -- not long enough to actually read the content.

Environment

  • Claude Code v2.1.92
  • Windows 11 Pro (ARM64) 10.0.26200
  • Terminal: CMD with Solarized Light color palette (no custom prompt tools)
  • Shell used by Claude Code: Git Bash (MSYS2/CLANGARM64)

Expected behavior

The "What's New" popup should remain visible long enough to read, or be dismissible manually (e.g., press any key to close).

Actual behavior

The popup appears briefly (~1-2 seconds) and auto-dismisses before the content can be read. There doesn't appear to be a way to view it again after dismissal.
