[Bug] Rate limiting on Max plan triggered unexpectedly with high usage in short session

Bug Description
As a Max plan subscriber of nearly a year, I'm experiencing rate limiting that's far more aggressive than expected — comparable to free-tier behavior. In a single 5-hour session, I consumed approximately 10% of my weekly limit within just 40 minutes. This is a significant and sudden regression; I have never encountered this before.

Expected Behavior
Max plan usage limits should comfortably support extended development sessions without hitting weekly caps in under an hour.

Actual Behavior
Weekly limit reached ~10% in approximately 40 minutes of active use within a 5-hour session. Rate limiting is occurring at a speed inconsistent with Max plan entitlements.
