[Bug] Rate limit consumption unexpectedly high for Claude Code CLI

Bug Description
Rate limits being are suddenly being exceeded far too quickly in Claude CLI in the past few days, since early April 2026. A single prompt in Sonnet 4.6 (medium) consumed around 20% of my session usage. I used to play with Opus 4.6 a lot, but that is not possible now as only get two or three prompts from a 5 hour session window. Its becoming unusable. I have the Pro Plan. BTW this is a Saturday morning in the UK about 09:00 BST so out of Anthropic's peak period. Why has is suddenly got so bad?
