[Bug] Rate limit consumption unexpectedly high after resuming plan and changing settings

Question

**Bug Description**
I started with this plan and hit my rate limit, waited for rate limit to renew, resumed my plan and 10% of the fresh limit was gone. I also changed the effort level to medium, set the subagent model to haiku. Suggest an update for my plan and all of sudden my limit is 25% used. This is completly insane, I can barely code with this. And I haven't even used Opus once yet. I think something is seriously wrong. I will be cancelling my subscription.
