[Bug] High API usage rate after agent startup on Max 5x instance

Bug Description
My agents haven't done much yet. I only asked the agent teams leader to investigate whether any agents were compressing their usage. Two agents started compressing shortly after startup, but within an hour, my usage was back to 42%. I'm using a Max 5x instance. Is this usage normal? It's not peak time now, but the usage is much faster than before.
