[BUG] Billing: $50 promotional credit disappeared after subscription change (Google Play → web)

What's Wrong?

Summary

$50 Opus 4.6 promotional credit disappeared after switching subscription
from Google Play to web billing. Same billing bug as #23674 and #25586.

Timeline

• Claimed $50 Extra Usage promo credit before Feb 16 deadline (while on Google Play Pro subscription)
• Used approximately $10–14 of the credit
• Feb 27–28: switched subscription from Google Play (mobile) to web billing, let mobile subscription expire
• After the switch: remaining ~$36–40 credit shows $0.00

Expected vs Actual

• Expected: ~$36–40 remaining credit preserved after subscription change
• Actual: balance shows $0.00

• Contacted support via email — no response for 10 days
• Second email sent March 5 — only automated response received
• Anthropic Support Conversation ID: 215473360921678

What Should Happen?

The remaining ~$36–40 promotional credit should be restored to my account.
