[BUG] "Failed to load marketplaces" - VM not running error on Windows ARM64 (Snapdragon X Elite)

What's Wrong?
Claude Desktop displays "Failed to load marketplaces" with the following error:
Error invoking remote method '$eipc_message$_0fb61ed5-aa65-44a8-bb2b-ac97e15fc04a_$_claude.web_$_CustomPlugins_$_listMarketplaces': Error: VM is not running. Start a conversation first.
Restarting the app and "Try again" do not resolve the issue. The VM/sandbox powering the marketplace never initializes.

Expected Behavior
Marketplace should load normally.
Actual Behavior
VM fails to start, marketplace never loads.

This appears to be part of broader ARM64 compatibility problems:
#28529 (Desktop fails to render on ARM64)
#28779 (ARM64 installer silent failure)
#27677 (Bun runtime panic on ARM64)
#28184 (Failed to load session on ARM64)
#13251 (ACCESS_VIOLATION on ARM64)
ARM64 Windows devices (Snapdragon X, X Elite, X Plus) are shipping in high volume from Microsoft, Lenovo, Dell, HP, ASUS, and others. Native ARM64 support should be a priority.

Marketplace tab should load and display available plugins/integrations without errors.

Steps to Reproduce
- Open Claude Desktop on ASUS Vivobook S (Snapdragon X Elite, ARM64)
- Navigate to the Marketplace tab
- Error "Failed to load marketplaces" appears immediately
- Click "Try again" - same error
- Restart Claude Desktop - same error persists
