[Bug] Agent billing applies highest-tier model rates to all team members regardless of assigned model

Bug Description
see https://github.com/anthropics/claude-code/issues/18873 -> this has been broken for quite some time but costs tremendeously too much rn in combination with teams (effectively every agent is billed as opus 4.6)
