[BUG] Weekly Limit Not Resetting on time

What's Wrong?

I am at 99% on my weekly limit. /usage says it will reset at 7:59 am (NY time). It is currently 9:12 am (NY time)

2. Wait until the reset time reported by the /usage command
3. See that usage was not reset when it was supposed to.
