Usage Quota Not Resetting at Scheduled Time for Max Customer

Bug Description
I am being told i have no usage on this seession. You told me yesterday my usage would reset at 9am UTC. It is not now 9:12 UTC and still no usage? i am a max customer. what is going on? When i log into my account and check in settings it shows i have only used 1% of my usage for this session so why does claude code not allow me to use the usage?
