[Bug] Daily rolling limit not resetting at expected time window

Bug Description
I used daily rolling limt at 1 am and used it 100%. At 7 am, my usage was at 50% this is incorrect as my usaged shoulkd have reset 0 overnight/ 5 am. Please refund my tokens.
