[FEATURE] Change weekly limit reset day and time

Problem Statement

My weekly limit reset is Wednesday at 2pm. I'd like to be able to set it to a time that works for me, for example 8am Monday morning. I don't mind if thats something I only get to do one time or very infrequently say once a year, but its really bugging me that its the middle of the week.

Proposed Solution

I'd like to be able to run /usage and select 'change weekly limit reset date'

Alternative Solutions

I've considered cancelling and re-starting my subscription at exactly the right time for me. That seems a bad pattern.

Im working and my weekly limit is reached, I can't continue to work until Wednesday.
I'd like to reset so that my weekly limit counter starts at the begining of my week.
This would men that I could budget my plan use more effectively.
