Session limit should reset when weekly limit resets

Summary

When a user hits the weekly usage limit, their session limit counter should also reset at the same time the weekly limit resets. Currently, the session limit and weekly limit appear to reset on independent schedules, which creates a confusing UX where the weekly limit has reset (allowing new usage) but the session limit hasn't reset yet, leaving users unable to start new sessions.

Expected Behavior

Session limit resets should be synchronized with weekly limit resets. When the weekly usage limit resets, the session counter should reset at the same time.

Actual Behavior

Session limit and weekly limit reset on independent schedules, causing a window where the weekly limit has cleared but the session limit hasn't, blocking new sessions.

Impact

Users are left unable to use Claude Code even after their weekly limit has reset, which is unexpected and frustrating.
