Credit balance is too low

Bug Description
Claude Code non-interactive mode is incorrectly failing with Credit balance is too low.

I use Claude Code with my Claude subscription, not an Anthropic API key.

I have confirmed that the following variables are absent at Process, User and Machine scope:
ANTHROPIC_API_KEY
ANTHROPIC_AUTH_TOKEN
ANTHROPIC_BASE_URL
CLAUDE_CODE_OAUTH_TOKEN

The issue can be reproduced independently of any plugin with:

claude -p "Reply with exactly OK"

Result:

Credit balance is too low

Interactive Claude Code sessions are otherwise usable.

This is also breaking claude-mem, because its observer launches Claude Code non-interactively. Its health record shows:

consecutiveFailures: 4

claude-mem has no .env file containing Anthropic credentials and is configured only with:

CLAUDE_MEM_RUNTIME = worker

The claude-mem observer has been failing since 22 August 2026.

Please investigate why Claude Code subprocess/non-interactive execution is being routed to an API credit balance instead of my authenticated Claude subscription.
