[Bug] Migration ordering not respected, skips database migrations and ignores execution constraints

Bug Description
Repeatedly skipped over a migration and said to merge before doing a database migration, not properly watching the order of operations and breaking code that I had to undo and then redo again multiple times after creating rules that were totally ignored during the process multiple times
