[BUG] Slow startup with screenreader mode on

What's Wrong?

When the "axScreenReader" is set to true, the cli starts segnificantly slower compared to when it isn't. Without the key being true, it's about 1-2 s startup time, and with it's 3-5.

What Should Happen?

The cli's starting times should be about the same in both modes.

Steps to Reproduce

1. Put this in settings.json at %userprofile%\.claude\settings.json: "axScreenReader": true,
2. Start the Claude CLI. It will take 3-5 seconds to start.
3. Do the same with the key being set to false. It will start faster.
