[BUG] using cloud session credit

What's Wrong?

I had limit in my weekly quota while 100$ available for cloud session. I started using cloud session but it used my weekly limit and stop without using 100$. I am stuck becuase of this bug and this need imemdiate attention.

What Should Happen?

It should have used first 100$ as mentioned by Claude.
