What happened
Bug: Project threads don't use my cloud session credit.

Max plan. My $250 cloud session credit was consumed normally at first ($137 used), then stopped decreasing at $113 remaining (expires Nov 5). Since then, all my Project threads running in the cloud environment, and the project coordinator, draw from my plan usage limits instead of the credit. I hit 100% of my session limit while the credit is still available. Same behavior as issue #97160.

Expected: cloud Project threads should use the cloud session credit first, as regular cloud sessions do.
