Project on the cloud env stuck when usage limit hit 100% while Cloud Credit still available

What happened
I was working on a project, and most of my threads are on the cloud environment. However, as I reached 100% of my usage limit, I couldn't start working continually in the project coordinator agent or the threads even though I have the $250 cloud session credit. However, if I start a random chat outside of the project, or also on the cloud environment, then it can draw on my $250 cloud session credit that Anthropic gifted. I believe this is a bug.
