I’m seeing the same behavior. As of today, my weekly usage shows 84% used, but I can’t submit any new prompts on the 5× Max subscription. I assume access is blocked until the limit resets.
Any prompt entered via the Claude CLI or the web UI returns the message: “You’ve hit your limit · resets 12pm.”
The usage metrics appear inconsistent. Yesterday, when I was still able to submit prompts, the CLI briefly showed a much higher usage percentage (around 92%) while entering a prompt, whereas the web UI showed at least 10% less at the same time.
Running /usage consistently reports the same percentage as the web UI. However, while typing prompts in the CLI, I would occasionally see a red warning indicating 92% usage, even though that number isn’t reflected anywhere else.

While the Claude CLI and plugin were telling me I had reached the limit, I could still use Claude in the web interface and it accepted my requests. The usage percentages also kept increasing. I think the problem lies specifically in the agent code.

We are being deprived of ~15% of our quota every couple of hours. That quickly adds up to a lot of tokens that we are paying for but not receiving - when can we expect Anthropic to grant us the tokens we are paying for?

Additional observation about usage tracking inconsistency
I've noticed a related issue: after hitting the rate limit in Claude Code, I can still continue using the web chat interface (claude.ai), and the usage bar continues to move normally as I make additional requests. @Gopinathsgn what alternatives do you use? I am using codex and google's products ( main Gemini CLI & Antigravity IDE) alongside Claude code but each serves me a different use case. I heard GLM 5.7 model with claude code as a the client can serve the same use causes with 3x the usages at 1/3 of the price.

I experience this bug, too. I know my coworker doesnt have this bug (opened account earlier than me), his claude code and web is synchronized for usages, but the bug is definitely there for some users including myself.

As an addition to what I posted earlier it also seems that when I start my pc for the first time today and open claude instantly the usage timer (at the beginning of the 5h window) is already on 13%. So all in all the limits are way off.
After hitting the "limit" on claude code (in reality 72%) i used the chat on claude.ai till it get to the real 100%, and i discovered that on claude code it says i used 93% of the weekly usage while on the website is 65%. 28% more! There is something really weird going on here and the fact Anthropic just ignores this is alalrming i might just ask for a refund and return when this is fixed

Worth trying to get a refund if through the "Get help" button on the Claude website, it worked for me. Will never give this scam company my money again.

Update: I am using a new account. This appears to be an issue specifically affecting new accounts. I've noticed that Claude Code access is being capped well below the full allocation — 85% / 70%.
This is not a display bug — claude.ai still works normally. I believe this is a rate limit imposed by Claude Code itself, not by the backend usage pool.

I have a new account and am running into the same issue right now. Claude code says I've hit my weekly limit, but settings in claud.ai says I'm at 71%. Account is new from Thursday. I had never use Claude before and was just curious to pay (Pro) and use it on an old hobby project. But this is a pretty bad experience :(

Like others have pointed out, the discrepancy also affects the weekly limit. I just got a warning in the terminal app that I'm over 70% in my weekly limit, even though the web site says I've used 54%.

I used an older account and it doesn't happen, but with the one created a week ago it does. Confirmed that it's only for new accounts
Is Anthropic even looking at these? I am considering cancelling and using a competitor if this doesn't get resolved. Its hard to plan a project correctly if the limits are not reliable. That also makes me wonder what else in the counter is buggy in terms of usage calculation.
Maybe someone will look into this if enough people tell them that this is not ok.

I tested something out, gifted myself the 7 day free pro trial on a new account, tested claude code with OPUS 4.5 and results are really embarrising. 11m in and hit limit. once again web interface only says 71% is used.

What's happening here is a complete oversight and ignoring of a common problem.

Same here. I have extended usage turned on, but I am being told that I have hit my weekly limits and the tool currently refuses to do anything, regardless of my remaining balance, refills, and so on.
It is really annoying. I understand that it first consumes the tokens included in the subscription, but now it claims that I have reached my token limits even with extended usage enabled.
It would be great to have an option to consume the extra (paid) usage before the tokens included in the subscription. That would significantly optimize my workflow: right now, you quickly burn through the included tokens, and then it starts using the extended usage and ends up blocking you for a week or more, with no way to reset that.

@bcherny Yes they have fixed it by removing around 30% of the tokens. It was ~70% percent and now I'm up to 99%. I haven't used it at all.

In my case if I hit the weekly limit I can't use my extra-usage until the weekly limit is gone. That's weird and doesn't really help me at all ;)
The issue is gone on my end. But which case we had earlier? Did our usage got limited earlier (only allow to use 84% out of 100%), or our usage got diluted from 84% to 100%? To me feels like the first case.
I'm encountering this issue. According to settings, I've used 12% of weekly usage, but Claude Code identifies that I've hit my limit and won't reset until this time next week.

I'm intending to open a chargeback tbh, I encourage anyone else to do the same. If you bring up this issue with support, it gets immediately closed and a canned response saying they won't monitor the ticket anymore.
It wouldn't surprise me if it's not a real bug but some intentional load shedding feature.
Usage seems to match for me, but the token consumption is unbelievably quick. I have consumed many videos on how to optimize, my context is always between 20-40%, yet one good planning with Sonnet costs 25% of my session usage... I am not sure if that is expected, but at this point I am temped to compare competition.
Unsure if this is helpful, or if I just got lucky. But toggling extra usage off and then on again fixed this for me in the CLI. Seemed like updating that triggered claude code to see there was still usage available on my account.

Different variant of this bug, but same root: billing system blocks usage while balance display shows credit remaining.
Anthropic provided $200 in Extra Usage credits (goodwill compensation). Used $100 of it. Balance page shows $100 remaining. System is now prompting to add a payment method / top up as if the balance is $0.
This is specifically with promotional/goodwill credits rather than user-purchased credits. It may be that promo credits and purchased credits are tracked in separate buckets, and the API rate limiter is checking the wrong bucket — the enforcement layer sees $0 in the 'purchased' bucket and blocks, while the display layer correctly shows the combined balance of $100.
Result: $100 in valid, Anthropic-issued credits sitting in the account, completely inaccessible. Meanwhile the billing page says funds are available.
Max plan, Windows 11, v2.1.97. This is a billing enforcement / display parity bug — the two systems are not reading from the same balance source.
ran into this. the 84% bar and the 429 are tracking two different limits. bar = cumulative tokens over the rolling 5h or weekly window. the 429 'this request would exceed' is per-request burst, basically RPM/TPM, independent of the bar. you can 429 at 30% session, or stay clean at 95% on a small request. both surfaces share the 'rate_limit' label which is the confusing part. /settings/usage exposes the cumulative counter but not your burst headroom, so a 429 at 84% means the request-rate limit fired, not the quota.
