/skills omits synced skills when logged out, with no indication why

What happened
With Claude Code logged out, /skills did not list synced skills (anthropic-skills:*: docx, pdf, pptx, xlsx, google-workspace, morning, import-memory, skill-creator). They were present on disk under ~/.claude/skills/synced/<bucket>/, each with a valid SKILL.md and a manifest.json. The output was just "No changes". After /login, the skills appeared in the session's skill list.
Expected
Either list the on-disk synced skills, or show a message that they are hidden because the user is not logged in.
Repro
- Have synced skills already downloaded to
~/.claude/skills/synced/. - Log out of Claude Code.
- Run
/skills— synced skills are absent and no explanation is given. - Run
/login— synced skills appear.
