[Bug] Synced skills listed in CLI sessions where their tools unavailable
Bug Description
Synced claude.ai skills are listed in CLI sessions where their tools can't exist
Claude Code 2.1.283, macOS, terminal, signed in with a claude.ai account. Since 2.1.273 the account skills sync into every terminal session, and three of them don't fit there:
- anthropic-skills:chrome-browser is listed in every session, even with Chrome integration off (/chrome shows "Status: Disabled"). The model gets instructions for tools it can't reach, and /chrome has no option to enable them mid-session.
- With claude --chrome, Claude Code adds its own bundled claude-in-chrome skill, so the same tools get two skills.
- anthropic-skills:computer-use and anthropic-skills:built-in-browser describe mcp__computer-use__ and mcp__Claude_Browser__ tools, which aren't available in a local terminal session at all.
Together that's about 2,600 characters of skill listing in every session, and more noise when the model picks a skill.
The bigger problem for me is that I can't tell what gets added to my context. Syncing started for me on 2.1.273, but the changelog announced it only in 2.1.275. The three skills above appeared on September 25 with no mention anywhere, because they come from the server, not from a release. I keep a curated set of skills and only found these by reading a session's skill listing. Could server-side additions to the context be announced somewhere, or shown once at session start?
To reproduce: run claude -p "ok" without --chrome and check the skill_listing attachment in the transcript, then do the same with --chrome.
Expected: a synced skill is listed only when its tools are available in the session, and it's skipped when a bundled skill already covers them.
Workaround I'm using: skillOverrides set to "off" works on synced skills.
