Fable unusable when weekly usage is depleted

Bug Description
I can't use my Fable usage currently. My normal weekly limits are at 100%. My 5h window is 0%. My Fable limits are at 15%, therefore, I should be able to use fable, but it stops me saying I have no usage limits left. Please fix
