[FEATURE] Desktop app (Code tab): let Enter queue and Cmd+Enter send now

Where: Claude desktop app, Code tab (macOS)

Current behavior: While Claude is working, Cmd+Enter queues the message and Enter sends it right away. There is no way to change this. The desktop composer ignores ~/.claude/keybindings.json: I set "enter": "chat:queueSubmit" and "meta+enter": "chat:sendNow" in the Chat context and Enter still sends right away. That same file works in the CLI.

Request: Let users swap the two keys in the desktop app, so that Enter queues and Cmd+Enter sends right away. Either honor keybindings.json (the chat:submit, chat:queueSubmit and chat:sendNow actions) or add a setting under Settings.

Why: I often type follow-ups while a turn is still running. With Enter as the key that interrupts, it's easy to cut off the agent by accident. Queueing on Enter is the safer default for me.
