[BUG] Projects beta: inline Changes comments do not reach their thread

What's Wrong?

In the new Claude Code Projects beta in Claude Desktop, inline comments saved on a thread's Changes diff remain visible as comment cards, but the thread does not receive their text. After I left two comments and tried to submit the feedback, I asked the same thread to quote the comments before editing. It said it could not see them. The proposed workaround is to paste the feedback into the thread message box.

This is the Changes/code diff review surface, not the Plan panel or GitHub pull request comments.

What Should Happen?

Submitting inline comments from a thread's Changes diff should deliver their text and file/line context to that same thread. The thread should be able to quote and address them. This matches the documented Desktop diff review behavior: https://code.claude.com/docs/en/desktop#review-changes-with-diff-view

Steps to Reproduce

  1. In the new Projects beta, have a cloud thread make a code change on its branch.
  2. Open that thread's Changes diff in Claude Desktop.
  3. Add inline comments to two changed lines. The comments appear as saved cards in the diff.
  4. Attempt to submit the review feedback from the Changes view.
  5. In that thread's own message box, ask Claude to quote the inline comments before making edits.
  6. Observe that Claude says it cannot see the comments.

Environment

  • Claude Desktop 2.7032.0 on macOS.
  • New Claude Code Projects beta; cloud project thread.
  • API platform: not verified.
  • No terminal involved.
  • Model and last working version: unknown.

Additional Information

The saved comment cards are visible in the Changes UI, so the apparent failure is between saving review annotations and delivering them to the thread. I inspected the installed Desktop bundle read-only: the inline comment editor saves annotations into prompt state, and the diff pane requests a session composer action on submission. This is a diagnostic lead, not a confirmed root cause. I can provide a redacted screenshot if useful.

Related but different surface: #75399 reports Plan panel comments not reaching Claude.
