[BUG] Plan-view inline comments not surfaced to model (Claude Desktop)

What's Wrong?

Marked text in plan view → feedback dialog → submitted comments. Model claims it can't see them; plan file on disk is unchanged. Expectation: comments should be passed back to the model on next turn so it can revise.
I cant still see underlined text and open the popover dialog comments by hovering text in the plan view.

What Should Happen?

Adding comments to the plan should be passed back to the agent so that the plan can be revised.

Steps to Reproduce

1. Enter plan mode, ask Claude to write a plan.
2. Wait for plan to be written and presented in the plan view.
3. In the plan view, select/highlight text in the plan and add a comment via the feedback dialog.
4. Reply to Claude asking it to revise based on the comments.
5. Claude has no access to the comments — sees only the unchanged plan file.
