[FEATURE] Desktop: session toolbar (terminal / panel / Browser) is unavailable until the first prompt is sent
Preflight Checklist

- [x] This is a single feature request
- [x] I am using the latest version of Claude Code
Problem
In the Claude Code desktop app, when I start a new session the session toolbar icons (terminal, panel, Browser) are not present. They only appear after I send a first prompt and the session actually materializes.
This means that for any task where I already know I want the Browser pane — front-end work, UI review, anything against a local dev server — I have to send a throwaway prompt first just to unlock the toolbar, then open the Browser, then start the real work.
Settings → Claude Code → Browser has four controls:
- Browser tools (on)
- Open links in the built-in browser
- Keep cookies (Shared / Per session)
- Allowed sites
None of them control whether the Browser pane is visible when a session starts. Cmd+Shift+B / the Views menu also don't help before the session exists.
Steps to reproduce
- Open the Claude Code desktop app.
- Click New (or pick a project) to start a new session.
- Look at the session toolbar.
Actual: no terminal / panel / Browser icons. The Browser pane cannot be opened.
Expected: the toolbar is present from the start, so the Browser pane can be opened before sending any prompt.
Proposed solution
Either of these would solve it:
- Render the session toolbar as soon as a new session is opened, before the first message — so the Browser pane can be opened immediately.
- Add a setting under Settings → Claude Code → Browser, e.g. "Open the Browser pane in new sessions", so it comes up automatically.
Option 2 is the one I'd personally use — for projects with a dev server defined in .claude/launch.json, the Browser is wanted on essentially every session, and opening it by hand each time is pure repetition.
Environment
- OS: macOS
- Claude Code desktop app: latest
