[BUG] Code toolbar disappears in Windows interface with no way to get it back

What's Wrong?

Some users at our company have closed the code bar that shows the branches etc just above the reply entry - there appears to be no way to get it back.

What Should Happen?

The toolbar should be non-closable (for some users at our company it is not, for others it is); and if it is, make there an easy way to get it back (there appears to be no way to show it again after it is closed).. Maybe a button near where you set the mode (there is lots of room there)?

Some people with the 2nd toolbar have closed it - and if you do there is no way to get it back..
