[Bug] Anthropic API Quota Exhaustion Unexpectedly Limiting Usage

I wanted to log this today because it seems like my Opus limits were hit super fast today because I had it do a little planning and was going to have it do work and I got the "approaching limit for the day" -- but I did not use it long so I seems I never quite know what I do get for time/use of Opus.

Bug Description
i have barely used Opus today and did so for planning and I about to start a complicated multi file bit of work.
