[Feature Request] Restore usage quota exhaustion notification for included-to-extra usage transition

Subject: Re-enable notification when switching from included to extra usage

In previous versions of Claude Code, I received a notification when my included usage quota was nearly exhausted and the system was about to switch to extra usage. This was very helpful for keeping track of costs.

This notification no longer appears. I cannot find a setting to re-enable it.

It would be great to have this notification back — either as a default behavior or as an opt-in setting in the Claude Code configuration. Ideally, the notification should appear both when the quota is nearly exhausted (e.g., 10–15 minutes remaining) and at the moment the switch to extra usage actually occurs.
